HQ ACC AMIC/PKA, Newport News VA intends to negotiate a non-competitive, sole source, commercial purchase order with FATS Inc. to update 16 300D Indirect Fire Forward Air Controller Trailer (I-FACT) Systems and two (2) I-FACT Laptop Systems to add a removable hard drive capability and at the same time upgrade I-FACT Software to version 9.3.2.2 with a Distributed Mission Operation (DMO) patch. The established contract will be a follow-on to the existing contract with FATS, Inc. Currently ACC A3YC is the Functional Manager of Training Systems for Tactical Air Control Party (TACP) Air Support Operation Squadron (ASOS) which is in charge of the Training Systems within CONUS, PACAF and USAFE. This upgrade will enable these units to train using DMO. This procurement is authorized in accordance with 10 U.S.C. 2304(c)(1). The proposed solicitation is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. Telephone requests will not be honored. A determination by the government to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
