The Defense Information Systems Agency (DISA) intends to award a sole source contract to Digicon, 1355 Piccard Drive, Suite 200, Rockville, MD 20850. DISA has a requirement for the immediate purchase of the Data Backbone Infrastructure (DCBI) Lifecycle Upgrade for the White House Communication Agency (WHCA). Digicon is intimately familiar with the current WHCA infrastructure and will be able to expedite the installation and implementation of the new hardware. (a) "Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) requires Federal agencies acquiring Electronics and information Technology (EIT) to ensure that Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities. (d) Contractors may propose products or services that result in substantially equivalent or greater access to and use by individuals with disabilities; this is known as equivalent facilitation. This synopsis is a notice of intent to issue an award that is other than full and open competition and should not be considered a request for competitive quotations.
