Purpose and Objectives:
The intent of this Sources Sought Notice is to identify potential offerors capable of providing services and/or training for the Krames-on-Demand, as stated in the Statement of Work (SOW). These are for the VA Butler Healthcare in 353 North Duffy Road, Butler PA 16001, and the rest of the locations listed in Section 3 of the Statement of Work. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to provide the principal components of supplies listed in the attached document.
Responses should include the following information: verify that the business is under 519130 of the North American Industry Classification System (NAICS), Verification of Size Standard under the NAICS, Business name, address, Point of Contact, Federal Supply Schedule, and if the business has verification as a Service Disabled Veteran Owned Small Business or Veteran Owned Small Business. STATEMENT OF WORK
VA Butler Healthcare Center
INTRODUCTION:
VA Butler Healthcare Center, Veterans Health Education Committee is looking for a certified vendor that is capable to perform administration and maintenance services for our off-the-shelf electronic resource that can print Point-of-Care patient education documents on a variety of topics in medicine.
Krames On Demand already exists throughout the medical center, but needs administration services and maintenance when required. The software still must be able to interface with CPRS. It must also provide a broad range of patient health education print outs; contain illustrations; provide access to relevant materials, print must be available in at least English and Spanish; provide an easy interface requiring one or two steps; and must be written no higher than the 8th Grade reading level. What distinguishes these products from sources such as electronic textbooks or bibliographic citations databases that may link to full text is this emphasis on point-of-care, patient-oriented educational information. The system must also allow for customization by the practitioner.

Working Hours:
If Contractor is required to be onsite, it must be between the hours of 8:00 A.M. EST 4:00 P.M. EST on Monday Friday (EXCLUDING FEDERAL HOLIDAYS).
If one of the planned days were to overlap onto a holiday, it is on the Contractor to reschedule another day/time with the COR, at no additional cost to the Government.

OBJECTIVES
The desired goals are to provide a commercial Point of Care patient education product that is as follows:
Make this Point of Care patient education product available through CPRS (Computerized Patient Record System), the VA s Electronic Health Record, to insure consistent access at the bedside for all VA Butler Healthcare Center health professionals and staff.
SCOPE OF WORK:
The vendor will provide all sites listed in Section 3 of this Statement of Work, with access to a single online, web-based product. Authentication will be through IP address validation on an enterprise basis, eliminating the need for clinicians to enter identification, username and/or password.
An unrestricted number of simultaneous users are to have immediate access from any web-enabled computer within the VA Butler Healthcare Center and listed CBOCs. It is required that all authorized remote users with VPN access have access to the product.
INFORMATON SCOPE:
The product should include, but not be limited to:
Patient education information and videos on a wide variety of health topics including disease states, discharge instruction and medication information for use by attending level physicians, students, nurses, house staff, and other staff involved with education through the VA Intranet home page and accessible from the Electronic Medical Record.
Topics reflect current patient health information and support active patient decision-making.
Content is to be written at 8th grade level or below to meet National VHA standards and should incorporate patient literacy techniques.
It must provide comprehensive information in a single product available for stand-alone purchase or license, independent of complementary or companion products.
It must provide at least 95% of all written material in both English and Spanish to meet cultural diversity expectations. Additional languages are desirable.
Product must have the capability to customize to VA Butler Healthcare Center information and with special instructions by the clinician.
Navigation within the system is logical and is easy to use. There is fast access to topics and subtopics. Topic linking or indexing retrieves material of high relevance quickly.
The product is user friendly and has help and direction aids.
INFORMATON QUALITY:
Information is accurate, authoritative, and relevant
Vendor is well recognized as expert in the patient information field.
Topics are presented succinctly, but with adequate detail to be useful to patients.
Information supports Joint Commission standards, meets National patient safety goals, and assists with informed consent.
When necessary to the topic, images, diagrams and videos are available and clearly shown.
Content areas are updated on a continuous, incremental cycle rather than on a single anniversary date for the entire product.
Notification are clearly given at the time of updating as to which topics have received changes.

ACCESS, CONTENT, SUPPORT:
Krames On Demand access is to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. Krames Online will be a direct link to Krames online database.
Krames On Demand will have an unrestricted number of simultaneous users are to have immediate access from any web-enabled computer throughout VA Butler Healthcare Center. It is required that all authorized remote users (with VPN, dial-up, wireless, etc. access) have access to the product through any VA Butler Healthcare Center networked computer and/or CPRS. Krames Online will be available from any computer having internet access allowing for patient access.
The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies.
The product is compatible with the Windows environment.
All site content and support of the web site is the responsibility of the contractor. This includes tech support to VA Butler Healthcare Center system users.
System downtime is minimal and VA project manager is notified when such occurs.
Topics are easily printed.
The product s licensing agreement must permit free use for educational purposes of all pictures and graphics.
Questions are responded to on the same business day or within 24 hours.
Usage statistics are available to the system administrator on an enterprise level.
The product should be accessible via a variety of mobile devices, if applicable.
Searching within graphics, pictures, and/or images is highly desirable.
The contractor should offer training services as needed. Training sessions (web-based or live) will be set up to train VA Butler Healthcare staff on use of the product.
SPECIAL INSTRUCTIONS:
In an event of an emergency, the Contractor shall respond within 24hrs, after receiving the information from the COR, to correct issues involving the software and anything else in relations to this contract.
