The local exchange service provider certified by the Massachusetts Department of Telecommunications and Energy shall provide local commercial communications service for Barnes ANGB, Westfield MA.Local communications service shall include, as a minimum but not limited to, local access for commercial business lines, DSL, voice mail, directory number and number portability, operator and directory assistance, local and Intra-LATA access, and interconnection with Inter-LATA exchange carrier. Competition is open to domestic and foreign sources. All responsible sources may submit a bid, which shall be considered.
