The Government intends to enter into a firm-fixed-price contract with Motorola Solution, Inc, 7031 Columbia Gateway Dr FL 3, Columbia, MD 21046-2583. The Mission and Installation Contracting Command (MICC), Fort Campbell, KY, has a requirement for a MCC7500 Dispatch Console (to include voice processing module, desktop speakers, headset jacks, desktop microphones, footswitch, and all other applicable equipment). The console is to be utilized as an alternate Emergency Call Center workstation in the event the primary site goes offline. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (See (1) attachment - Sole Source J&A). The basis for restricting competition is that the MCC7500 Dispatch Console must be integrated into the existing Fort Campbell Land Mobile Radio (LMR) Trunked system. The present LMR Trunked System equipment and software is proprietary to Motorola. NAICS code for this procurement is 334290 and the small business size standard is 750 employees. This sole source requirement will be procured under Simplified Acquisition Procedures (FAR 13) using Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Motorola Solutions, Inc. Responses are due by 1400 CST / 6 June 2014.
