The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) intends to award a firm-fixed contract for automated testing of the MHV portal with a one (1) year period of performance, to 7 Delta, 8161 Maple Lawn Blvd., Ste. 420, Fulton, Md. 20759-2570. The purpose of the proposed action is for a contractor to provide program management support, create a strategy and framework for automated regression testing and automated load testing of the MyHealtheVet (MHV) portal, perform market research analysis, establish an MHV Automation test Strategy, and implement and maintain an Automated Regression Testing Program for the MHV project. This effort is issued under the authority of 41 U.S.C. 253(c)(5), "when a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source", as implemented by FAR 6.302-5. For this action, 38 U.S.C. 8127(c), known as the Veterans First Contracting Program, provides the authority to directly contract with a SDVOSB.
Deliverables are to be FOB Destination with Inspection/Acceptance at Destination. The request for proposal will be made on or about September 29, 2011. Performance will be at Contractor facilities.
