The Mission and Installation Contracting Command (MICC) - Contracts Division, Army Testing and Evaluation Command, Fort Hood, TX 76544 intends to award on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, to Test Engineering Experimentation Station (TEES), 1470 William D. Fitch Pky, College Station, TX 77845 for software support, customized user training sessions, and incremental improvements to the Process Oriented Data Visualization (ProDV) software tool. This software was previously developed by the TEES (University XXI/Texas A&M) for the United States Army Operational Test Command (USAOTC) and has been used extensively by test team personnel and external analysis personnel during the course of several large, complex test events. TEES is currently the only contractor that is familiar with OTCs Operational Research Systems Analyst personnel and exposure to applying the software in an actual testing environment. This familiarity is critical to OTCs mission and cannot be developed in a short period of time. The Government does not possess a technical package nor does it have specifications to facilitate competition. Developing technical packages for competition would require an additional expense to the Government.

This requirement will be awarded as a Firm Fixed (FFP) contract. The North American Industry Classified System (NAICS) code for this acquisition is 541511, "Custom Computer Programming Services" with a small business size standard of $25.5 million.

This is not a request for Competitive Proposals. No contract will be awarded on the basis of offers received in response to this notice. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon the responses to this notice, is solely within the discretion of the Government. If you feel your firm possess the ability to provide these supplies, you must respond by demonstrating your firm's technical capability to meet the requirement. If no affirmative written response is received, the services will be awarded without further notice.
