This is a synopsis for a commercial acquisition under FAR Parts 12 and 13. The 45th Contracting Squadron intends to issue a modification to purchase order FA2521-05-P-0051 to extend the period of performance for two months on a sole source basis to Computer Science Innovations, Inc. (CSI), a subsidiary of Essex on behalf of the Air Force Technical Applications Center (AFTAC), for services to NPP Data Evaluation Support. Services are for maintenance of AFTAC unique automated data storage, retrieval and manipulation tools, as well as management oversight tools. The anticipated period of performance is 1 Mar 05 to 31 Apr 05. This acquisition is justified FAR 13.106-1(b)(l), only one responsible source and no other supplies or services will satisfy agency requirements. Evaluation of the work to be performed indicates that, because of the short period of performance for this service, only one contractor has the requisite experience and required knowledge of AFTAC unique database and support tools, project management, and administrative tasks. No other firm could gain the knowledge required for performance given the proposed length of the contract. This proposed procurement is a 100% small business set-aside. It is advertised with a NAICS code for this acquisition is 541511 and Small Business size standard is $21 M. The 45th Contracting Squadron has determined that Computer Science Innovations, Inc. (CSI) is the only source capable of providing the necessary services.
