General Information: The Mission and Installation Contracting Command (MICC) - Fort Bragg, North Carolina anticipates issuing a Request for Proposal (RFP) for Regional Level Application Software (RLAS) at Fort Bragg, North Carolina in support of the United States Army Reserve Command (USARC). The Contractor shall provide all personnel, equipment, facilities, supplies, transportation, tools, materials, supervision and other items and non-personal services necessary to perform the services as defined in the Performance Work Statement (PWS). The Contractor shall have a secret clearance and provide a combination of on-site and off-site support that provides the daily data updates required to include RLAS error corrections, system maintenance, completes and coordinates the fielding of the high priority and routine software changes submitted, executes the approved requirements needed to ensure RLAS is resident and up-to-date in the current technology environment, participates fully in planning, and completes the approved software changes or documentation needed to ensure RLAS interfaces with new government systems being fielded.

While the acquisition strategy has not been approved, the proposed acquisition strategy is to utilize a Historically Underutilized Business Zone Certified (HUBZone) Small business set-aside and restricted this requirement to HUBZone certified firms only. This action will be conducted as a Service acquisition in accordance with Federal Acquisition Regulation (FAR) Parts 15, quote mark Contracting by Negotiation quote mark and 37, quote mark Service Contracting quote mark . The Government intends to award one (1) Firm Fixed Price (FFP) type contract that will include a sixty (60) day phase-in, a 10-month base period and two (2) 12-month option periods. The North American Industry Classification System (NAICS) code is 541519 for quote mark Other Computer Related Services quote mark with a size standard of $25.5M.

Place of Performance: Both on-site and off-site support shall be provided by the Contractor. The majority of support shall be performed off-site. Office spaces will be provided at the USARC Fort Bragg, North Carolina for on-site support. The Program Manager and Alternate Program Manager shall be required to work on-site. Before any software changes are put into place, testing will be executed at the Test Lab in the USARC Headquarters, Fort Bragg, NC.

Release Date: The anticipated posting date of the RFP is on or around early-mid February 2014. Upon release to the public, the RFP will be available at Federal Business Opportunities website: http://www.fedbizopps.gov . The RFP will specify the date and time for proposal receipt.
