NASA/JSC has a requirement for the acquisition of a license for Polyworks Inspector + Point-Cloud-to-STL (CAD) conversion along with software training. NASA/JSC intends to purchase the items from InnovMetric Corporation. Polyworks software is a product of InnovMetric Corporation, which uniquely meets the needs of NASA/JSC. The on-orbit inspection sensor suite for return to flight may include two laser rangers. These devices, the Laser Dynamic Range Imager (LDRI) and the Laser Camera System (LCS), will produce 3-dimensional point clouds for analysis. Two-dimensional intensity images can also be produced by each device. Both laser rangers will be furnishing their point-cloud products in "PIF" format, which is native to the Polyworks software. This is a very specialized software package with unique features that can be applied to making precise 3D measurements of Shuttle tile damage. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 20, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
