************SEND ALL CORRESPONDENCE REGARDING THIS SYNOPSIS TO JUDITH DRABKIN/DFIONLY AT [email protected] OR FAX: 256-544-6560******************************NASA/MSFC has a requirement for Software Licenses of CFD-ACE including CFD-GEOM,CFD-VIEW, Multi-physics and Stress Modules.NASA/MSFC intends to purchase the items from CFD Research Corporation on a sole sourcebasis.MSFC engineering uses this capability to model propellant dynamics in a variety ofpropulsion system components, particularly tanks. The CFD-ACE software is currently usedby ER42 to model two-phase flows, particularly those seen in propellant tanks and MPScomponents. MSFC technicians are trained in operation of the existing CFD-ACE software. CFD-ACE software was developed by ESI Corporation and is distributed only through CFDResearch Corporation.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to [email protected] no later than 4:30 p.m. CT on August 18,2010. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
