The USP&FO for South Carolina intends to award, on a sole source basis, a fixed price purchase order to Cellebrite USA, Inc., 7 Campus Drive, Parsippany, NJ 07054.

Cellebrite will provide one (1) UFED Touch Logical Kit, one (1) UFED Ultimate add-on and one(1) Logical License renewal for 1yr.

Market research efforts have indicated that the Cellebrite UFED System is the only hand-held, cellular exploitation device worldwide that requires no PC or associated phone drivers. The UFED system will quickly extract phonebook, pictures, videos, SMS messages, call histories, ESN/IMEI information and deleted SMS/call histories off the SIM/USIM for rapid analysis. Cellebrite supports all the major technologies (TDMA, CDMA, GSM, IDEN) including, Smartphone operating systems and PDA's (Apple iPhone, Blackberry, Google Android, Microsoft Mobile, Palm and Symbian) for over 95% of all handsets models worldwide. Cellebrite's competitive advantage is its extraction speed and it receives source codes from the cell phone manufacturers six(6) months prior to retail launch which is a major advantage for research and development.

Cellebrite is the only responsible provider and developer of the UFED Forensic System. Therefore, Cellebrite is the only responsible source to provide the UFED Touch Logical Kit and add-on.

The statutory authority permitting other than full and open competition for this simplified acquisition is FAR 13.106-1(b)(1).

This is not a request for competitive quote; however, all interested sources who believe they can meet the requirements may submit a capability statement no later than June 26, 2014 to the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.
