The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, is seeking vendors that can maintain coverage for Local Exchange Carrier (LEC) services on the VA Region 5 Department of Veterans Affairs Regional Offices. This will be a firm fixed price contract. The period of performance is 12-months. The proposed contract is for the continuation of telecommunications voice and data services currently being provided at the following locations:

This is a request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.

1. REQUIREMENTS:
This is an acquisition for Local Exchange Carrier (LEC) for the Department of Veterans Affairs Regional Offices and satellite sites for a period of one year.
The Contractor shall provide LEC Services to include local dial tone service, including trunking services on Integrated Services Digital Network (ISDN) Primary Rate Interface (PRI) lines, analog trunks (direct business lines) for Off-Premise Exchange (OPX), and Direct Inward Dial (DID) services, equivalent to those currently utilized through the existing Local Exchange Carrier, with the addition of Caller ID. Existing main and DID numbers are to remain the same. If current blocks of DID numbers are not available the Contractor shall provide a block of consecutively-numbered DID to the VA for approval.

6. INFORMATION SECURITY CONSIDERATIONS:
The Certification and Accreditation (C&A) requirements do not apply and a Security Accreditation Package is not required.
All VA sensitive information shall be protected at all times in accordance with local security field office System Security Plans (SSP's) and Authority to Operate (ATO)'s for all systems/LAN's accessed while performing the tasks detailed in this Product Description.
7. SPECIAL CONSIDERATIONS:
In order to ensure uninterrupted service to our nation's veterans, the contractor shall ensure that local and 800 exchange phone numbers remain the same for all accounts identified above during the period of performance of this contract.
