AMHS support to be provided to USSTRATCOM, Offutt AFB, NE. Market research has revealed only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared and approved in support of this acquisition. A determination not to compete is based on Telos Corporation’s proprietary rights on encryption algorithms, source code, data formats, design documents and installed software which is restricted in accordance with FAR 52.227-19 Commercial Computer Software Restricted Rights (Jun 1987).
