Arcata Associates, Inc. has a requirement for 1 each PN DRS3100E-300GB-8A8D/2V, 1 each PN WSI-UPC-01, 4 each PN DRS-4PCMCABLE, and 1 each PN DRS3100DISKBANK-300GB. Arcata Associates, Inc intends to purchase the items from Wideband Systems Inc. 2409 Linden Lane Silver Springs, MD 20910 Wideband Systems, Inc. is the manufacturer of the DFRC WATR telemetry data recorders and were originally selected through full and open competition. Unfortunately Telemetry data recorders are not compatible between manufacturers with the data formats being proprietary. One manufacturers recorder does not read the recorded data from another manufacturers recorder. In order to maintain compatibly between the current fleet of telemetry data recorders in is imperative that DFRC procure the Wideband Systems, Inc. product. DFRC has created software and infrastructure to support the Wideband recorder and would not support another manufacturers recorder. Additionally DFRC WATR maintains on-the-shelf spare parts and modules for the existing recorders. These spares and modules will also serve as spares for the newly procured recorder. No other manufacturers product will meet DFRC WATRs requirements for a new procurement other than Wideband Systems, Inc. Some manufacturers will cite that their recording products are Chapter 10 compliant, but the Chapter 10 standard has not been defined well and is not adhered to completely. Other Chapter 10 recorders are not compatible with the product from Wideband Systems, Inc. Arcata Associates, Inc does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Pacific time on September 21, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by Arcata Associates, Inc. not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of Arcata Associates, Inc..
