Arcata Associates, Inc. has a requirement for 1 each TSS200-MM, 2U Dual ChannelTelemetry Signal Simulator Multiband.Arcata Associates, Inc intends to purchase the items from Systems Engineering &Management Company 1430 Vantage Court Vista, CA 92081Systems Engineering and Management Company (SEMCO) is the only responsible source whichis capable of satisfying the agency's unique need for the following reasons: SEMCO is theonly manufacturer capable of satisfying all the NASA DFRC requirements for a telemetrysimulator capable of all the modulation schemes meeting today's requirements as well asupcoming future requirements. SEMCO has demonstrated its ability to meet theserequirements effectively and within budgetary constraints set aside by NASA DFRC WATR forthis procurement. Procurement of another manufacturer's equipment would significantlyincrease procurement cost due to other manufacturer's equipment not being a fullydeveloped product at this time. Mission impact risk will be significantly reduced due toSEMCO's ability to meet our requirement with Commercial-Off-The-Shelf (COTS) equipmentwith short lead time. Other manufacturers do not have a COTS solution and would requirelong lead time due to engineering, development, production and delivery delays. SEMCO isthe only manufacturer that can satisfy our mission critical time constraints. With 20plus year old equipment waiting replacement time is of the essence. SEMCO can deliver areplacement telemetry simulator within 60 days. DFRC has previously procure a TSS-200 andspare modules. Any other vendor equipment outside of SEMCO could not utilize our currentspares inventory.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon August 09, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.
