The VA Office of Research and Development (ORD), Technology Transfer Program (TTP) intends to negotiate on a sole-source basis with Wellspring, 350 North LaSalle Blvd., Suite 1200, Chicago, IL 60604, for the (procurement of) customization of the existing Sophia Software System used by the VA ORD TTP under contract VA118A-13-P-0418 with Wellspring. This procurement is being conducted in accordance with FAR 6.302-1(a)(1)(2), 6.302-1(b)(i) (only 1 responsible source), and FAR 52.227-19, Commercial Computer Software License (proprietary) because the Government believes that Wellspring, is the only authorized and capable supplier for this customization/reconfiguration of the current Sophia system- improvements to which are to include cloud storage (vice internal server), DocuSign, advanced workflows, projects modules, online invention submissions, relicensing of hosting and management of externally-hosted servers for VA users, full installation and setup, and ongoing support. This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 541512 small business size standard of $27.5 Mil. This notice is NOT a request for competitive proposals and no solicitation document is available.
