NOTICE OF INTENT TO SOLE SOURCE This notice is informational only and is neither a request for quote nor a solicitation of proposals. Responses received may be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. Any response to this notice must be detailed information and must show clear and convincing evidence within 3 days that competition would be advantageous to the Government. TW Telecom Holdings, Incorporated is currently providing monthly local telecommunications exchange carrier services for VAMC Memphis, TN and its outlying VA Annex. The telecommunication services provided by TW Telecom Holdings, Incorporated are existing services for this location. These services are scheduled to be transitioned over to a Region 3 OI&T Regional Contract at the beginning of fiscal year (FY) 2015. Substantial duplication of cost to the Government is not expected to be recovered through competition and Unacceptable delays in fulfilling the agency's requirements would occur. Under the authority FAR Part 8.405-6(b)(1), it allows for the procurement of items through other than full and open competition; applicable when "only one source is capable of responding due to the unique or specialized nature of the work." TW Telecom Holdings, Incorporated is the only known local source available to satisfy this current need.
