The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, is seeking vendors that can maintain coverage for Local Exchange Carrier (LEC) services at VA Region 5 Department of Veterans Affairs locations.
The Contractor shall provide LEC Services to include local dial tone service, including trunking services on Integrated Services Digital Network (ISDN) Primary Rate Interface (PRI) lines, industry standard T-1, analog trunks (direct business lines) for Off-Premise Exchange (OPX), and Direct Inward Dial (DID) services, equivalent to those currently utilized through the existing Local Exchange Carrier, with the addition of Caller ID. Existing main and DID numbers are to remain the same. If current blocks of DID numbers are not available to the Contractor, the Contractor shall provide a block of consecutively-DID to the VA for approval.

You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.
If capable, please submit a Capabilities Statement, limited to five pages for your company. Indicate your socioeconomic group and if you are a scheduled contract holder. If your company can provide all or any of the requested services, please give an estimated transition time. Please note VA118-16-N-1664 in the subject line of your response. Please confirm if you are vendorized in the VA FMS system to accept Purchase Orders and submit evidence of that.
