The Department of Veterans Affairs, Office of Acquisition and Logistics, Contracting Office, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for the Office of Information and Technology (OI&T). The TAC intends to award a sole source Firm-Fixed-Priced contract to AVOW Consulting Partners, Inc., 3307 Tuckaway Ct., Oak Hill, VA 20171 for the Virtual Lifetime Electronic Record (VLER) for the Enterprise Program Management Office (EPMO). VLER will provide electronic records for all health, benefits, administrative and personnel data for the Department of Defense (DoD) and the Department of Veterans Affairs (VA) beneficiaries. AVOW will provide the design, development and program management support to VLER EPMO. The North American Industrial Classification (NAICS) for this effort is 541611. The anticipated dollar value of the proposed Firm-Fixed-Price acquisition is $3,920,650.00 for one (1) 6 month base period of performance and three (3) twelve month option periods. Estimated date of award for this action is February 26, 2010. Pursuant to authority 10 U.S.C. 2304 (c) (5), 41 U.S.C. 253(c)(5), 38 U.S.C. 8127(c), and Veterans Affairs Acquisition Regulations (VAAR) 819.7007, Service-disabled veteran-owned small business set-a-side procedures, the Contracting Officer can award contracts on a sole source basis to a Service Disabled Veteran Owned Small Business( SDVOSB) if the Contracting Officer has a reasonable expectation that the contractor is a responsible source and contract award can be made at a fair and reasonable price that offers best value to the Government.
