This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested
The national Institutes of Health (NIH), Clinical Center (CC) Department of Perioperative Medicine (DPM), has a requirement to provide annual maintenance service for one (1) existing government owned instrument, the Da Vinci Surgical System (SH0153) with 3-D imaging in order to perform laparoscopic surgical procedures in the Clinical Center.
The NIH, CC intends to award a one (1) year fixed price purchase order to Intuitive Surgical Inc. Sunnyvale, CA 94086for a twelve month base period, and four (2) additional twelve (12) month option periods for comprehensive maintenance coverage for the instrument, Da Vinci Surgical System (SH0153) with 3-D imaging. Intuitive Surgical Inc. is the sole proprietor of the Da Vinci Surgical System (SH0153) with 3-D imaging which provides the surgeon with intuitive control, range of motion, fine tissue manipulation capability, and visualization characteristics of open surgery, while simultaneously allowing the surgeon to work through small ports and perform minimally invasive surgery.
The preventive maintenance provides a guaranteed response time within 24 hours of notification, live phone support with technical support engineers, and after hours support provided twenty four hours a day/ seven days a week. Periodic software upgrades are provided and required for existing features by updating user functionality. The scheduled maintenance and service calls shall be performed by the manufactures trained personnel and all parts required shall be provided.
There is no known company, nor does Intuitive Surgical authorize any third-party, that can provide the breadth and depth of knowledge of the unique instrumentation to properly service the Da Vinci Surgical System. Any third-party maintenance will void the current warranty of the equipment that would be detrimental to the government. Only Intuitive Surgical service engineers go through a multi-step process in order to obtain factory certification to work on the Da Vinci Surgical System.
All qualification services provide a comprehensive package that includes rigorously executed protocol documentation as well as all data collected during the execution of the protocol to keep the lab instrument audit-ready.
The acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of FAR part 6.302-1. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government no to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
