Page 2 of 2 Department of Veterans Affairs Veterans Health Administration December 18, 2020 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE 36C250-21-Q-0244 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an HL7 interface setup to allow for a new outbound study setup which will merge EDIPI identifiers with current SSN identifiers. The procurement will include all implementation, installation, testing and professional services to create the new HL7 interface with the new Cerner EMR at the Chalmers P. Wylie Ambulatory Care Center in Columbus, Ohio. Network Contracting Office (NCO) 10 in accordance with FAR 13.106-1(b), Soliciting from a Single Source, intends to negotiate on a sole source basis with Philips Healthcare Informatics, Inc., Foster City, CA for services provided by Philips and their Intellispace software to integrate the existing system with Cerner health record. NAICS 511210 applies; the small business size standard is $41.5 million. The contractor shall perform the services for the period of contract award for one year. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation, which may be considered by the agency, only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government and competition would be advantageous. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
