In accordance with FAR 5.202(a)(13) the Pre-solicitation Synopsis for this requirement is waived. The solicitation, N66604-21-R-0365, is released and attached.

This announcement will be open for less than 30 days, in accordance with FAR 5.203(b).

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) requires Engineering Services in support of the Decision Authority Delegation (DAD) project is to extend the capabilities of existing C2 nodes to include effective ToTC with machine awareness of commander’s intent (CI) and rules of engagement.  The Contractor shall will create a virtual model of the battlespace that exercises a wide range of operational and tactical elements in order to stress transfer of TACON (ToTC) decision-making at the Service, Joint, and multi-national operations levels. NUWCDIVNPT intends to award a Firm Fixed Price (FFP) purchase order on a sole source basis to Attollo, LLC (CAGE 7QRR7) in accordance with the attached Sole Source Justification.  This requirement is being solicited on a sole source basis to Attollo, LLC, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industrial Classification System (NAICS) Code is 541330; the size standard is $16.5 million.

This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
