The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, cost plus fixed fee modification to contract number N00019-16-C-0015 with DRS Network & Imaging Systems, LLC. Melbourne, FL. for the production of an estimated quantity of sixty (60) AN/AAQ-45 systems of the Distributed Aperture Infrared Countermeasures (DAIRCM) program to support Department of Defense (DoD) requirements. The requirement consists of supplies and services required to produce D2.2 Sensors (P/N: 1011850-101) and IR Processors (P/N: 1020850-101) for AN/AAQ-45 DAIRCM assets.

This effort is being awarded on a sole source basis to DRS Network & Imaging Systems, LLC in accordance with FAR 6.302-1 because DRS Network & Imaging Systems, LLC is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government lacks the drawings and technical data to permit competitive procurement of the AN/AAQ-45 system. Drawings and data are proprietary to DRS Network & Imaging Systems, LLC. A Product Verification Audit (PVA) may be required for prospective sources.
