The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, cost plus fixed fee delivery order under Basic Ordering Agreement (BOA) number N0001919G0030 with DRS Systems, Inc. Melbourne, FL. This order will implement specific risk reduction efforts previously identified under delivery order N00019-19-F-2594 under this BOA, in support of the AN/AAQ-45 system (DAIRCM). These efforts will support the transition from the current JUONS configuration to the DAIRCM program of record (POR) configuration.

This effort is being awarded on a sole source basis to DRS Systems, Inc. in accordance with FAR 6.302-1 because DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government lacks the drawings and technical data to permit competitive procurement of the AN/AAQ-45 system. Drawings and data are proprietary to DRS Systems, Inc.
