The NIDDK has two research facilities in Phoenix, Arizona area that require high-speed WAN circuit to transfer their data back and forth. A purchase was established to provide dark fiber point-to-point network connectivity between NIDDK's PIMC and TGEN locations. This connectivity allows for NIDDK to have 100% use of the fiber optic cable between these two locations using NIDDK's own network equipment on each end. This allows for the fastest and most secure method to connect these two locations. The original purchase order was established for Electric Lightwave which has since been purchased by another company named the Zayo Group, LLC. The circuit connectivity through dark fiber infrastructure which has met our network bandwidth requirement now and well into the future. Electric Lightwave placed a communication pull box at the Southeast corner of property which has allowed for a conduit path, from that point into telco room within building. Electric Lightwave has built a new underground fiber from Southeast corner of Indian School and 16th Street to new NIDDK communication pull box on SE corner of property.
Zayo is the only provider of dark fiber network circuits between NIDDK's PIMC and TGEN addresses. The only other option for NIDDK to obtain a dedicated fiber optic cable connecting these two locations would be to install a physical cable between these two locations. This would prove to be cost prohibitive due to the level of effort required with the City of Phoenix, Public Works, etc. as this would require street closures, the removal and replacement of the street asphalt and would take many months or years to achieve. Leveraging Zayo's fiber optic infrastructure is the most cost-effective and expeditious solution for the Government. This connectivity allows for NIDDK to have 100% use of the fiber optic cable between these two locations using NIDDK's own network equipment on each end. This allows for the fastest and most secure method to connect these two locations.
The purchase order term will be for a Base + 4 Option years from 09/30/2019 thru 09/29/2024.
