The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Dartmouth College, Hanover, NH , 03755, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This procurement is to test cadmium and other trace elements levels in toenails. Testing for cadmium and 13 other trace elements (arsenic, manganese, iron, cobalt, nickel, copper, zinc, selenium, molybdenum, tin, antimony, mercury, lead) in both toenail and urine samples by validated methods is needed for this research study of environmental risk factors for young-onset breast cancer. The design of this project was developed through collaboration with the team at Dartmouth, who are very highly regarded in the area of trace elements epidemiology. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Illumina, Inc. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
