This proposed contract action is for Data Maintenance Services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is a sole source requirement that is proprietary to the National Opinion Research Center (NORC). No other supplies or services have been identified that will satisfy the government's needs The agency's minimum requirements are for an Data Enclave system that provides access to confidential microdata. employing security technologies ,the Data Enclave shall be based around a Citrix type infrastructure that renders users'computers as "remote terminals," providing them access to data, statistical software, and collaborative tools hosted on a central, secure NORC server .whereby Only authorized users are able to gain access to microdata through a customized
virtual environment where information inflow and outflow are strictly controlled
and monitored. The system shall be highly flexible to allows the data custodian to
restrict access to particular users and/or particular locations. The unit must be very secure and following strict security protocols. The Data Enclave' system shall be fully compliant with the Federal
Information Security Management Act (FISMA ) provisions of the mandatory
Federal Information Processing Standards (FIPS and meet all NIST's IT, data, system, and physical security requirements. NORC is the only manufacturer of the Data Enclave system that meets the agency needs. This is a requirement of the USDA:APHIS VS:CEAH at Fort Collins, Colorado. This notice of intent is not a request for competitive proposals. However all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether it will become necessary to conduct a competitive procurement.
