Notice of Intent to Sole Source - Data Loggers and Telemetry Related Equipment

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this special notice is for informational purposes only. The USDA, ARS, Columbia, MO intends to award a sole source procurement under the authority of FAR 13.106-1(b), "Soliciting from a single source" based upon only one responsible source capable of meeting the Government's requirement. The USDA intends to award a sole source procurement to Campbell Scientific, Inc. 815 West 1800, Logan, UT 84321. The award will be for Data Loggers and Telemetry related equipment for downloading, storing, and transmitting soil sensor data from a research field. The equipment is specifically required for compatibility with an existing Radio Telemetry Network at the research field that will allow for daily transmission and back-up storage of the sensor data. The equipment consists of: Data loggers, Radio transmitters, Solar Panels, Batteries, Omni Antennas, Coaxial Cables, and standard Enclosures. The Rain Gauge/Radio Telemetry Network is controlled by Campbell Scientific, Inc. equipment and software. Any equipment that is purchased to improve and/or expand upon the existing Network must be compatible with the existing software. The equipment and software from Campbell Scientific, Inc. is proprietary. In 2008, extensive market research was done in order to determine the best option for upgrading the Rain Gage Network. It was determined that Campbell Scientific, Inc. was the best option. Therefore, in order to guarantee compatibility across all sites included in the system, a decision was made to purchase all equipment related to data loggers and telemetry equipment from Campbell Scientific, Inc. It was also determined that future purchases of equipment and/or software to improve and/or expand upon the Rain Gage/Radio Telemetry Network would also need to be purchased from Campbell Scientific, Inc. This is due to the importance of compatibility and the proprietary properties of the equipment and software. The government intends to award a firm, fixed price Purchase Order for this equipment using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quote (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored.

This Notice of Intent is not a request for competitive proposals. However, all inquiries received by 3pm CST, May 9, 2016 will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
