Kaiser Permanente Hawaii (KPH) is an integrated health care management organization, with linked demographic, clinical, and microbiologic data for their beneficiaries. They serve approximately one-third of the population of Hawaii, providing a wealth of data on a large portion of the population there, with 373,168 beneficiaries during the period 2005-2013. Thus, the KPH data is unique in representing a population that is high risk due to both environmental factors and racial\ethnic subgroups for nontuberculous mycobacterial pulmonary disease (NTM PD).
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
