Pursuant to the State Purchasing Act (Official Code of Georgia Annotated §§50-5-50 et seq.), this electronic Request for Proposals (eRFP) is being issued to establish a contract with a qualified supplier who will provide specific assistance to firms determined eligible to work on SSFP projects. These firms will be identified as disadvantaged business enterprises (DBE), small businesses and veteran owned firms. The identification of the firm(s) will be based upon their meeting certain eligibility criteria as provided by the Georgia Unified Certification Program, the Small Business Administration guidelines and the Department of Veteran Affairs designation of an individual as a military service veteran. It is expected that the following services will be provided to achieve the stated goals and expected results of the SSFP Supportive Services program, contribute to the long-term development of those firms and assist them in their growth and development such that they become self-sufficient in order to achieve proficiency in competing for the SSFP projects as a Prime or subcontractor in the State of Georgia. GDOT anticipates an Open Agency Contract requiring no minimum or maximum usage. The contract should be for one (1) year from the date of award, with the option to renew for up to four (4) additional one (1) year terms. Bidders of this solicitation are encouraged to be registered with the State of Georgia Office of Secretary of State or corresponding agency within the state of the business headquarters. Firm must provide company's full legal name as registered, and the signature must be that of the principal of the company or authorized agent. Failure to provide accurate information may result in rejection of bid. Bidders must download and upload solicitation documents requiring signature(s) and/or data responses as part of their overall solicitation response within the eRFP System.
