The Pennsylvania Department of Transportation (PennDOT) is seeking an Offeror to administer a comprehensive and effective Disadvantaged Business Enterprise/Supportive Services (DBE/SS) Program to provide Commonwealth-wide services through a regional approach. The selected Offeror will develop business plans and provide training and support services to firms certified in the DBE program to facilitate their self-sufficiency in competing for, and successfully performing work on, federally-assisted highway projects. This is to be achieved through assistance including, but not limited to, the acquisition of applicable skills and the identification of appropriate resources for future reference.
