This is a combined synopsis/solicitation for a requirement for multiple brand name hardware and software for the Defense Civilian Personnel Data System (DCPDS) Firewall Life Cycle Replacement (LCR) prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.
The Defense Human Resources Activity (DHRA) intends to award a contract for the Defense Civilian Personnel Advisory Services (DCPAS) for the required multiple software and hardware products. Only qualified offerors/authorized resellers may submit a proposal. New equipment ONLY, NO remanufactured products, and NO "gray market". Your company shall warrant that the products are new, in their original box. Proposals must be good for 30 days after due date. Proposals per specification requested. Proposal is to include all fees, including shipping or freight cost. Note: See special delivery instructions for each location in paragraph 6 of the Statement of Work (SOW). Proposals are ONLY being accepted from certified authorized Brand Name resellers who are small businesses.

Solicitation number H98210-16-R-0005 is issued as a Request for Proposal (RFP). This requirement is being advertised as 100% set aside to small businesses, and the basis for award is lowest price, technically acceptable (LPTA). The NAICS code is 541519, Other Computer Related Services, and the size standard is 150 employees.
Contract award type shall be Firm-Fixed Price; therefore, all pricing proposed by the Offeror shall be firm-fixed price.

Offerors shall submit proposals in accordance with the Instructions to Offeror's contained in the solicitation by 11:00 AM ET (Eastern Time), December 7, 2015. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at: http://www.fbo.gov.
