This amendment updates the Industry Feedback Form (15 Industry Feedback Form_A03) as follows:

• Adds attachment numbers 17, 18, and 19 to the drop-down menu for column A in the “Round 1” tab.
• Adds a second tab for “Round 2” questions.
• Adds instructions at the top of each worksheet.

This amendment does the following:

1. Extends the date for receipt of proposals from May 6, 2022 at 9:00 a.m. ET to May 10, 2022 at 9:00 a.m. ET as stated under General Information in the solicitation posting.

2. Incorporates instructions and forms for accessing reading room materials via the following attachments:

• 19 RR Non-Disclosure Agreement_A02

3. Incorporates revisions in the attachments listed below. Revisions made in Amendment 01 have been conformed, and new revisions are highlighted in blue font.

  • The date for submission of questions regarding the solicitation and associated documents has been extended from April 6 to April 8, 2022 at 12:00 p.m. ET.
  • Questions regarding reading room instructions and materials must be submitted by April 18, 2022 at 12:00 p.m. ET.
  • Oral Presentations will be scheduled May 17-19 and May 23-26. (May 16 has been removed as an option and replaced with May 26.)

For reference and clarity, the previous Amendment 01 revisions made in 01 Instructions to Offerors (R0003)_A01 and 10 Proposal Slide Deck Template_A01 included the following:

1. Confirmation that written proposal materials must be submitted via email to the point of contact referenced in the solicitation posting and confirmation of file server limitations.

2. Updates made to cover letter contents.

3. Font size changes for oral presentation slide deck text and graphics.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is a request for proposals (RFP). The solicitation number is HS002122R0003. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04, effective 01/30/2022.

Responsible contractors of any size are invited to respond to this solicitation. The designated North American Industry Classification System (NAICS) code is 561611 (Investigation Services).

Line item numbers, maximum and minimum order amounts, and units of measure can be found in the Price Schedule (Attachment 03). A description of requirements for the services to be acquired and delivery requirements can be found in the Performance Work Statement (Attachment 04).

The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this solicitation. There is also an addendum to this provision entitled Instructions to Offerors (Attachment 01), with which Offerors must comply.

The evaluation procedures the Government will use are described in the document entitled Evaluation Process (Attachment 02).

If applicable, Offerors must include a completed copy of the provision at FAR 52.212-3 with their offers. (The provision provides guidance on whether and how Offerors must complete it.)
