DRAFT SOLICITATION
This is a draft solicitation intended to provide interested Contractors with an opportunity to highlight potential issues and recommend changes prior to the release of the formal solicitation in the first half of calendar year 2022. The Government is not seeking offers at this time. Instead, Contractors that wish to respond to this notice must use the attached Industry Feedback Form (Attachment 21). Although the Government does not anticipate providing responses to questions posed in response to this draft solicitation, it will consider all feedback provided in accordance with these instructions.
The formal solicitation will differ from this draft solicitation in multiple respects, including, but not necessarily limited to, the following:
- The Government will release two, nearly identical solicitations concurrently, against which it anticipates awarding two single-award, indefinite-delivery/indefinite-quantity (IDIQ) contracts (one per solicitation). Each IDIQ will have the same five (5)-year ordering period, equal guaranteed minimum contract values (anticipated: $150,000,000), and equal maximum contract values (anticipated: $2,250,000,000). (See section I.2. of the Instructions to Offerors for additional information on this topic.)
- Interested Offerors will have access to a virtual reading room to review pertinent documents designated as controlled unclassified information.
- The Government will release the formal solicitation as a combined synopsis/solicitation and include the information required by Federal Acquisition Regulation 12.603(c)(2).
- The formal solicitation will include a wage determination pursuant to the Service Contract Labor Standards, which Offerors must take into account when pricing their proposals.
- Placeholders, which are indicated by [brackets], will be replaced with updated information under the formal solicitation.
To provide feedback to this draft solicitation, Contractors must submit the Industry Feedback Form (Attachment 21) to the referenced Government point of contact by the stated deadline. The Government will not consider feedback provided outside of the Industry Feedback Form, and may not consider late responses.
