The Naval Sea Systems Command (NAVSEA) intends to award three sole source ceiling increase bridges to Q.E.D. Systems, Inc., located at 4646 North Witchduck Road, Virginia Beach, VA 23455, to continue advance planning services in support of Chief of Naval Operations (CNO) Availabilities for DDG/CG, LPD/LSD and LHA/LHD class ships nationwide. The scope of the contract includes: Availability Assessment, Availability Planning Support, Availability Execution Support, Integrated Logistic Support, Maintenance Database and Feedback Analysis, Special Projects, and Long Lead Time Material (LLTM) Procurement and Inventory Management. 

Due to the accelerated burn rate, the Navy intends to increase the estimated material and labor costs for contracts N00024-15-C-4404 for the LPD/LSD class ships; N00024-15-C-4400 for the DDG/CG class ships; and N00024-16-C-4405 for the LHA/LHD class ships. The periods of performance for these contracts will not be extended with this contract action. The applicable North American Industrial Classification System (NAICS) code is 541330, Engineering Services, with a size standard of $38.5M.

The places of performance under this contract include, but are not limited to, the following Fleet Concentration Areas (FCAs): South East Regional Maintenance Center (RMC), Mayport, FL; South West RMC (SWRMC), San Diego, CA; and Mid-Atlantic RMC (MARMC), Norfolk, VA.
