HARTFORD DECANT FACILITY PROJECT NO. (18037) Sealed bid proposals will be received by the City of Lake Stevens Public Works Department, 1812 Main Street (physical) or P.O. Box 257 (mailing), Lake Stevens, Washington, 98258 until 10:00 AM, July 10, 2020, at which time the bids will be opened and publicly read aloud. Bids received after the due date and time will not be considered. Bidders shall submit one (1) original of the bid proposal in a sealed envelope labeled with the bidder’s name, address, request for bid number 18037 and title (HARTFORD DECANT FACILITY). The work to be performed under this contract consists of developing a four-bay covered decant facility, ecology block material storage bays, CMU maintenance and utility building with restroom, paved asphalt surfacing, onsite stormwater collection system, mechanical stormwater filters, potable water extension with booster pump station, backflow preventer and hose bibs, decant pretreatment manhole, septic tank and oil/water separator, new electrical service, site lighting, and site electrical. Questions related to the Request for Bids hereafter, “RFB” must be submitted to the City via email by 12:00 PM (noon), July 7, 2020. Questions submitted to the City will be answered via addendum. Questions received after that date/time will not be answered. A non-mandatory pre-bid meeting is scheduled for July 1, 2020, at 11:00 AM and will be held for all prospective bidders. The pre-bid meeting will be held at 12703 31st Place NE, Lake Stevens, WA 98258 (Project Site). Plans, specifications, addenda, and plan holders list for this project are available online through the City of Lake Stevens’ website, at http://www.ci.lake-stevens.wa.us/bids.aspx. Any addendums to this bid will be posted on this site and it is the responsibility of the bidder to check the site for any postings during the bid period. The City will maintain a plan holders list at http://www.ci.lake-stevens.wa.us/bids.aspx. To be added to the plan holders list email your company name, contact name, email address, and phone number to [email protected]. Each bid must be accompanied by a certified check, cashier’s check or bid bond (with an authorized surety company as surety) made payable to the City of Lake Stevens in an amount not less than five percent (5%) of the bid amount. No bid will be considered unless accompanied by a bid proposal deposit. The City of Lake Stevens reserves the right to reject any and all bids and waive any immaterial irregularities or informalities in the bid or in the bidding. No bidder may withdraw its bid after the hour set for the opening thereof or before award of contract, unless said award is delayed for a period of sixty (60) days. The City further reserves the right to make the bid award as deemed in the best interest of the City. The City of Lake Stevens, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. The City of Lake Stevens reserves the right to accept a proposal of the bidder submitting the lowest responsible bid, to reject any or all bids, revise or cancel the work to be performed, or do the work otherwise, if the best interest of the City is served thereby. The City of Lake Stevens also reserves the right to postpone the bid award for a period of thirty (30) calendar days after bid opening.
