The following products will be procured:
CLIN 001, Part # SA-309379-01, Model # DEC1000R5-00, ViaSat, Inc. Decoders 2 each
DESCRIPTION: The Air Force Test Center (AFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR 13, Simplified Acquisition Procedures. Highly specialized equipment is being procured and award to any other source would result in substantial duplication of cost to the Government that cannot be recovered through competition. Award to ViaSat, Inc., 6155 El Camino Real, Carlsbad, CA 92009-1699 in the amount of $44,464.00, will Satisfy Agency Requirements. Award on or about 3 JUNE 2014. ViaSat Inc., is the sole manufacturer of the required supplies to support existing ground equipment, on-hand spare equipment, and support equipment configurations. Likewise, this acquisition is for continued performance of highly specialized equipment. The Air Force has procured these specific encoder and decoder units, since 1999. The video compression decoder units are designed specifically to operate under the proprietary encoding/compression Advanced Video Standard developed by ViaSat, Inc.

This is not a request for competitive proposals and is not to be construed as a commitment by the Government. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No costs will be incurred by the Government for submittals in response to this notice. The Government will consider all responses received within 5 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered exclusively for the purpose of determining whether to conduct a competitive procurement. If the office has not received any affirmative written responses by Close of Business (COB) STATED BELOW a Sole Source, Firm Fixed Price Contract will be accomplished with ViaSat, Inc., 6155 El Camino Real, Carlsbad, CA 92009-1699. Place of Contract performance: 307 E. Popson Ave, Bldg 1400 RM 413, Edwards AFB, CA 93524. F.O.B. Destination. Delivery Schedule 120 days, after receipt of offer (DARO). This is not a small business set-aside.
Anticipated Award Date is 15 MAY 2013.
