CONTRACTORS THAT RESPONDED TO SOLICITATION 47QFHA21R0001 AND REMAIN INTERESTED IN THIS PROCUREMENT MUST SUBMIT A NEW PROPOSALS ADHERING TO THE REQUIREMENTS OF 47QFHA21R0005 WHICH HAS BEEN POSTED AS A COMBINED SYNOPSIS/SOLICITATION.

January 7, 2021:  47QFHA21R0001 is hereby amended for the following purposes –

a. Incorporate at Exhibit 04 vendor solicitation technical questions and associated Government answers dated 01/08/2021.

b. Provide a conformed copy of the solicitation SF1449 with changes incorporated through Amendment 001.

Proposals remain due on January 25, 2021, 2:00 PM CT.

December 23, 2020:  47QFHA21R0001 is hereby changed from a Pre-Solicitation Notice to a Solicitation.  Refer to the attachments for details and instructions.  Questions regarding this RFP are due by 10:00 AM CT, 06 January 2021.  Proposals are due by 2:00 PM CT, 25 January 2021.

December 18, 2020:  This pre-solicitation notice is revised to reflect a Total HUBZone Set-Aside under FAR 19.1505.

Description: Contractor shall support the Defense Language Institute Foreign Language Center (DLIFLC) by conducting onsite Testing Services associated with proctoring the Defense Language Proficiency Test (DLPT5) and facilitating Oral Proficiency Interviews.  Services include Project Management, Test Scheduling, Test Examination/Proctoring, and Facilitation of Oral proficiency Interviews.  No foreign language proficiency is required.  Place of performance is Monterey, CA.

Miscellaneous Information: 

This action will be solicited utilizing commercial acquisition procedures (FAR Part 12). A PWS with applicable technical exhibits, as well as all terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this website (www.fbo.gov) no earlier than fifteen (15) days after the posting of this pre-solicitation synopsis.  All responsible small business sources may submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the referenced web link (beta.sam.gov) frequently for posting of the solicitation and updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any.
