Reference: RFQ-CO2010810003 A001: Questions and Answers: 1. To clarify Section 1.5 states “the contractor shall submit all deliverables… on or about April 15 2010 – I believe this date is meant to be April 15 2011, am I correct? Answer: 1. No, The deliverable date is correct “April 15, 2010” this date is set for the delivery & performance requirements; as stated in Section 2 and 3 of the scope of work (SOW). The period of performance of this contract shall be one year from the date of the contracting officer’s signature on the contract (see combined synopsis/solicitation). 2. Can you please give me a clear definition of the “Project Sponsor”? (Particularly as it relates to section 3.3 of the proposal- are the project sponsors pre-determined by the RFQ- i.e. SMAA… SOCAR or are they determined by the contractor, or a combination there of? Answer 2. The second question relates to the project sponsors (grantees) – in this case, it is a combination. Each project that they evaluate will have a project sponsor – this RFQ lays out several possible projects, and the project sponsors could be those entities that are listed in Section 1 (SMAA, SOCAR), but could be other appropriate private or public entities, on the listed projects, or any other projects that the DM contractor discovers during their trip (such as port security projects, which are not described in detail).
