The synopsis states "Contractor Follow-On (Ineligibility).  The Contractor and its subcontractors shall be ineligible to compete for, as a prime or subcontractor or otherwise, USTDA funded activities that result from this contract."  We understand this to mean that if we are awarded this services contract related to advisory and assistance services, we cannot bid on future work (which may include equipment, engineering, construction related services to this project).

You would be precluded on working on any USTDA-funded study that you recommend.  In terms of bidding on procurement opportunities, you would be subject to the laws of the Host Country (whichever one(s) that might eventually be).
