This is not a Request for Project Proposals and/or Task Request, but for planning purposes only. A project award will not be awarded from this announcement. The Government intends to announce a Request for Project Proposal (RPP) for execution of project award(s) in support of Aviation Initiative related research areas. The purpose of this announcement is to provide members of the Vertical Lift Consortium, and industry in general, advanced notification of Government intent. As a result of the Vertical Lift Initiative Industry Day in May 2009, one (1) consortium formed, the Vertical Lift Consortium (VLC). It is the intent of the Government to make award(s) to Vertical Lift Consortium member(s) as a result of Request for Project Proposal 02.

The anticipated effort is entitled: Degraded Visual Environment - Mitigation (DVE-M) Modeling. This effort seeks to develop a prototype 3D virtual world model for integration into DVE Mitigation and avionics mission systems to enhance the commonality and capabilities of Future Vertical Lift (FVL) and current aviation platforms. The anticipated effort fits under multiple Aviation Research Area(s) to include: Human Systems Interfaces (HSI), Avionics and Networks Communications, Survivability, and Flight Operations.

The Request for Project Proposals (W15QKN-16-9-1001-RPP02) will be issued to the Vertical Lift Consortium's Administrative Agent, SCRA Applied R&D, who will then issue the request to the Consortium.
