Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), intends to award a firm fixed price sole source procurement with PACIFIC SCIENTIFIC ENERGETIC MATERIALS COMPANY 7073 W WILLIS RD STE 5002 CHANDLER, AZ, 85226-5166 to provide:

The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available. This notice of intent is not a request for competitive quotes; however, all information received by Mar 17, 2019 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government.
STATEMENT OF WORK
1-SECOND DELAY CARTRIDGE (P/N 520-1200)
1 INTRODUCTION
1.1 Scope. This statement of work (SOW) defines the contractor’s efforts required to manufacture and test a new lot of delay cartridges in accordance with Product Specification #TD-520-1200 and Source Control Drawing #520-1200. The Government contract number for prior work done on the 1-second delay cartridge was N00174-14-D-0009 D.O. 0010 (PSEMC# CHP006924). The contractor’s responsibilities for the effort defined herein include the manufacture of delay cartridges for inspection, acceptance testing, and delivery.
1.2 Order of Precedence. In the event of inconsistency among requirements, the following descending order of precedence shall apply:

1.3 Conditions/Assumptions. The following form the basis of the effort defined by this SOW:
a. The contractor shall fabricate and test all necessary delay cartridges required for this effort.
b. The contractor is not required to perform any EMI/HERO safety verification activities.
c. The contractor currently retains the delay cartridge functional test fixture (IH Dwg# SK5210C-0190) in Chandler, Arizona which was provided by NSWC IHEODTD during the prior aforementioned contract.
2 APPLICABLE DOCUMENTS

3 REQUIREMENTS
3.1 Government Furnished Materials (GFM). The Government will provide the contractor with PVU-12/A percussion primers. The test fixture (IH Dwg# SK5210C-0190) was maintained at the contractor’s facility after the previous contract.
3.2 Integrated Product Team (IPT). The contractor shall actively and fully participate as a member of the IPT to include applicable participants from the Government, contractor and contractor’s subcontractors, as necessary. The IPT shall meet as often as necessary to successfully manage the effort defined herein.
3.3 Schedule/Timeline. The contractor shall maintain a program schedule that meets a 42 week delivery requirement.
3.4 On-Site Visits and Coordination.
3.4.1 Technical Reviews. Within 48 hours of request, the Government shall be granted access to Contractor’s plant for the purpose of coordination, assistance, or to inspect the quality and progress of the work being performed toward completion of the task defined herein.
3.4.2 Technical Representation. Technical representatives from the Government may witness manufacturing or testing. The contractor shall provide the Government at least 7 working days advance notification prior to manufacturing and/or test activities.
3.5 Work Breakdown.
3.5.1 Kickoff Meeting. The contractor shall hold a kickoff meeting by conference call to discuss the program schedule, status of procedures, drawings, etc…, and any changes, issues, or actions from the prior effort.
3.5.2 Production Lot Test Sample. The contractor shall manufacture a single lot of delay cartridges consisting of 50 units minimum, which will break down as follows:
· 1 unit for Microscopic Examination (iaw TD-520-1200, Rev A)
· 9 units for Acceptance Testing (iaw TD-520-1200, Rev A)
· 40 units for delivery to NSWC IHEODTD, Explosive Scales Facility (Section 5)
The contractor shall notify the Government immediately of any production anomaly or test failure.
3.5.3 Documentation.
3.5.3.1 Schedule. The contractor shall provide a milestone chart detailing major activities and time constraints of the program. The schedule shall be submitted for the government’s review prior to the kickoff meeting. A revised schedule shall be submitted in the case that there is a significant change to the schedule or period of performance. (A001)
3.5.3.2 Radiographic Inspection. The contractor shall provide x-ray technique, film and inspection report of the manufactured lot delay cartridges (A002).

3.5.3.4 Acceptance Test Report. The acceptance test report (A004) shall contain all Level I and Level II conformance inspection data (TD-520-1200, Tables III and IV) including microscopic examination photographs, test set up photographs, post test photographs of units, acceptance test data including traces (zoomed in to show ignition to peak pressure detail with sample data reduction), all non-conformance reports, and discussion of technical issues or anomalies encountered during production and/or testing and corrective plan of action. The test report shall be submitted for Government’s review/approval.
