This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6, in conjunction with FAR Part 13.5.  This procurement is being issued as a request for quotation.

This request is for the purchase of Qty (15) PC Laptop computers for the NIH Clinical Center. These computers will be replacement computers for existing computers currently installed throughout NIH Clinical Center. These computers will replace our patient computers that are installed in custom carts and are designed to accept a specific laptop model.

Scope

The vendor will provide a proposal for (15) Dell Latitude E6510 laptop computers that meet the standard and mandatory requirements listed below.

Mandatory Requirements

The laptop shall be Energy Star 5.0 rated
The laptop shall have Integrated Internal SmartCard PIV card reader
The laptop shall have the option for contactless SmartCard technology
The laptop shall have Quick Boot technology
The laptop shall have ControlVault hardware based security
The laptop shall be RSA SecureID Certified
The laptop shall have the option for hardware based hard drive encryption
The laptop shall be engineered with TPM - Trusted Platform Module for system authentication
Vendor shall transfer ownership of the laptop serial numbers to the government prior to delivery and provide proof of the ownership transfer.

Period of Performance

September 15, 2010 through November 15, 2010

The Clinical Center anticipates delivery of items stated in the SOW to occur between the above performance dates.

Delivery Location, Schedule, and Instructions

Shipment of deliverable items specified in the Scope of Work shall be delivered to the National Institutes of Health, Clinical Center within sixty (60) calendar days after receipt of Purchase Order. The delivery must be noted as an inside delivery to the address listed below.
