DESCRIPTION: The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, hybrid contract structure of Cost Plus-Fixed Fee (CPFF) and Firm Fixed-Price (FFP) type contract with Northrop Grumman Corporation (NGC), Melbourne, Florida to procure the fabrication and installation efforts necessary to retrofit the Delta System Software Configuration (DSSC) 4.0 capabilities including Tactical Targeting Network Technology (TTNT) and the Beyond Line of Sight (BLOS) in the E-2D Advanced Hawkeye (AHE) aircraft. The anticipated period of performance will be 36 months after contract award. As the sole designer, developer and manufacturer of the E-2D aircraft, NGC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.
