UPDATE (2/8/2021) Pre-Proposal Conference Sign Sheet Uploaded -------------------------------- This Request for Proposals is being issued by Department of Emergency Management (DEM). DEM is soliciting qualified vendors for pre-employment psychological evaluation of applicants for Dispatcher positions. A contract awarded pursuant to this Solicitation shall have a not to exceed (“NTE”) amount of $350,000 for the total allowable maximum term. The Scope of Work is to be used as a general guide and is not intended to be a complete list of all work necessary to complete the project. The following are work tasks assumed necessary to Pre-Employment Psychological Screening: 1. The contractor will work closely with the DEM’s Human Resources Division in conducting pre-employment psychological screening for the position of Public Safety Communications Technician, Public Safety Communications Dispatcher, Public Safety Communications Supervisor, and Public Safety Communications Coordinator. 2. The contractor shall have a site available for the administration of the written tests, and clinical interviews of applicants. DEM, at its option can administer written tests and arrange for interviews at another location. 3. DEM has proctors available and may administer large scale written testing. Contractors may, however submit responses that would include the use of its own proctors. Proposal must include who would proctor the tests and the cost for that service. 4. DEM will set dates for written tests and interviews. The selected contractor shall coordinate dates with the Department designee. 5. Written Test Administration and evaluation must be completed before interviews are performed. Test results must be available for use in the interview process. 6. Test evaluation and clinical interviews must be conducted by licensed psychologists who meet the requirements of California Government Code § 1031 (f). 7. Contractors must be capable of providing consultation and expert witness service (including, but not limited to: psychological review meetings, court, and Civil Service Commission testimony) on an as needed basis as requested by the City. 8. Information gathered from testing and interview process must be evaluated and integrated into psychological reports containing specific job-related recommendations. Reports shall identify Psychological trait characteristics of each applicant, state how these traits might affect the applicants performance as a Public Safety Communications Technician, Public Safety Communications Dispatcher, Public Safety Communications Supervisor, and/or Public Safety Communications Coordinator. The report shall provide a recommendation placing the applicant into an unambiguous suitability rating category reflecting the psychologists professional judgment concerning the applicants potential of meeting Post standards and becoming a successful Public Safety Communications Technician, Public Safety Communications Dispatcher, Public Safety Communications Supervisor, and/or Public Safety Communications Coordinator. 9. All psychological reports generated, shall become the property of DEM’s Human Resources Division. The information from testing and interviews shall be strictly confidential and shall be disclosed only to those City employees authorized to review it.
