The proposed contract action is for commercial items which the Naval Medical Center San Diego intends to solicit on a sole source basis under the authority of FAR 13.106-1 (b) (1) (i). This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Musculoskeletal Transplant Foundation, Inc. located at 125 May St Ste 300, Edison, NJ 08837-3264. MTF is the only manufacturer and distributor for DBX putty.  MTF's DBX meets all required criteria and is an allograft created from demineralized cortical bone in putty form that can be easily molded into implants.  All other offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

The following factors to be used to evaluate offers:

FACTOR 1: Technical Capability - the contractor's ability to meet the Government's salient characteristics as stated in the extended description. (See SF1449)

FACTOR 2: Delivery Capability - to deliver the required materials as stated on the delivery schedule. (See SF1449)

FACTOR 3: Price - The Government shall conduct a price evaluation of all technical acceptable price offers.
