The purpose of the pre-solicitation notice is to alert potential small business offerors that the Department of Homeland Security will be accepting proposals for the Small Business Innovation Research (SBIR) program beginning on December 16, 2015.

This will be a joint solicitation between the Science and Technology (S&T) Directorate and the Domestic Nuclear Detection Office (DNDO). Topics, descriptions, and technical POCs for the pending solicitation can be found in the attached Appendix A.

Technical questions concerning the topics during the pre-release period from December 1, 2015 through 5:00 pm on December 15, 2015 should be directed towards the Technical Point of Contact (POC) for each topic listed in Appendix A. During this pre-release period, interested parties have an opportunity to contact topic authors by telephone and/or email to ask technical questions about specific technical topics attached to this pre-solicitation notice. Questions should be limited to specific information related to improving the understanding of a particular topic's requirements. Potential offerors are prohibited from seeking advice or guidance on its solution approach, or submitting any materials. No further direct contact between offerors and Technical Points of Contact shall occur after 5:00 pm ET on December 15, 20154.

In preparation for the solicitation release, potential offerors should consider registering on the following websites: SBIR Portal (https://sbir2.st.dhs.gov), U.S. Small Business Administration's (SBA) Company Registry Database (http://sbir.gov/registration), System for Award Management (SAM) (www.SAM.gov). Only small business, as defined in the Small Business Administration (SBA) SBIR Policy Directive, are eligible to submit proposals.
