Texas Parks and Wildlife Department (TPWD) is soliciting proposals to establish a blanket contract for Deployment of Artificial Reef Materials. The initiation projects will occur at three (3) Reef Sites in the Gulf of Mexico: Big Man’s Reef (GA-220), Kate’s Reef (GA-220), and Sabine Nearshore Reef (HI-20) per the following Statement of Work (Section 6.2). Initial projects must be completed by December 31, 2020. After completion of initial projects, additional services will be on an “as needed” basis through the contract term. (See Section 3.2) TPWD Artificial Reef Program (ARP) requires a contractor to provide all labor, equipment, materials, any permits not related to the reef site and any other items as the contractor deems necessary to manufacture and deploy the reef units to the designated site offshore in accordance with terms and conditions as set forth herein. A total of 1,150 concrete Mid-relief (pyramids)and 255 low-relief (reef plates) will be deployed at the three reef sites as listed in the Statement of Work (Section 6.2) for specific configurations as determined by ARP. Initial projects will take place at: 1.) Big Man’s Nearshore Reef (Outer Continental Shelf – OCS – block Galveston Area 220), located six (6.6) nautical miles offshore and sixteen (16.7) nautical miles from the Galveston Island Jetty in the Gulf of Mexico offshore Texas (Attachment 1). Water depth is approximately 48ft; 2.) Kate’s Nearshore Reef (OCS Galveston Area 220), located six (6.6) nautical miles offshore and seventeen (17.1) nautical miles from the Galveston Island Jetty in the Gulf of Mexico offshore Texas (Attachment 2). Water depth is approximately 49ft and 2nm away from Big Man’s Reef; 3.) Sabine Nearshore Reef (OCS High Island 20), located eight nautical miles offshore and 8.4 nautical miles from the Sabine Jetty in the Gulf of Mexico offshore Texas. Water depth is approximately 38ft and profile off bottom cannot exceed 8ft (Attachment 3). TPWD reserves the right to modify amount of material at time of award, and as future projects are awarded, based on bid pricing or the needs of TPWD Artificial Reef Program as determined to be the best value to the state.
