STATEMENT OF DUTIES
GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR
BACKGROUND: The Deputy Eradication Advisor (DEA) will live and work in Afghanistan. Primary location will be the US Embassy compound in Kabul but considerable time may be spent in travel to field locations. Additionally, the DEA should anticipate being flexible in deployment location in order to accommodate the needs of the mission as determined by the Director NAS/INL. This may include lengthy or semi-permanent deployments to INL field locations such as a Forward Operating Base (FOB).
The DEA reports to the Senior Counter Narcotics Advisor(SCNA) and Director of the Narcotics Affairs Section/International Narcotics Law Enforcement Affairs (NAS/INL) US Embassy Kabul, serving as a subject matter expert on counter narcotics issues as they relate to stabilization and reconstruction activities in failed or failing states, and complex security environments. The DEA would assist the SCNA by providing the technical counter narcotics expertise within the NAS and on behalf of INL in interagency settings, for activities aimed at improving INL and broader USG and international capacities to provide counter narcotics assistance in stability and reconstruction efforts in Afghanistan. S/he would be responsible for maintaining oversight and evaluation of specific program areas/issues as instructed by the SCNA and Director NAS/INL as well as advising the Poppy Eradication Forceâs Afghan National Police in all strategic and tactical matters. S/he would serve as a specialist among the Embassyâs Counter Narcotics Advisor Team and would work closely with the SCNA and Foreign Service program officer to ensure that policy objectives for Counter Narcotics Programs are supported by realistic and achievable cultivation reduction and eradication programs. S/he would also serve as a resource for the managers of INL/AP programs already underway, providing expert guidance as needed.
SUPERVISORY CONTROLS: The DEA will report to the Senior Counter Narcotics Advisor (CNA) and Director of the Narcotics Affairs Section, Bureau of International Narcotics and Law Enforcement Affairs (INL), U.S. Embassy Kabul.
STATEMENT OF WORK
Specific program management responsibilities include:
Assist the Senior Counter Narcotics Advisor (SCNA) to manage DOS/INLâs opium poppy eradication program in Afghanistan.
Coordinate with the Ministry of Counter Narcotics (MCN), the Ministry of Interior (MOI), and provincial authorities in developing opium poppy eradication plans to include detailed strategic and tactical program plans, timelines and contingencies for the achievement of established program goals.
Identify and ensure adequate resources and support for the program is available by all stakeholders: Government of Afghanistan, U.S. Government (DOS/INL), U.S. interagency organizations, British Embassy Drug Team (BEDT) and the Central Planning Cell (CPC), International Security Assistance Force (ISAF)/coalition and host nation forces, joint U.S. military organizations, and DynCorp International (DI).
Monitor and report on the progress of program performance benchmarks and provide policy analysis and guidance to the NAS/INL staff and other DOS offices on practical measures to improve U.S. and international capacities to provide counternarcotics assistance to the Government of Afghanistan (GOA).
Serve as an advisory resource for INL program managers in Washington and in the field on planning and implementation of counternarcotics assistance programs.
Coordinate with the In-country Contracting Officerâs Representative (ICOR) and NAS Management Officer to maintain a current and accurate accounting/inventory of all property associated with PEF.
Advise the Poppy Eradication Force (PEF) Afghan National Police (ANP) in strategic and tactical matters with the end goal of developing them into a self sufficient unit capable of conducting unilateral operations.
Work closely with the PEF in planning and executing field operations to eliminate opium poppy crops throughout Afghanistan. Specifically, the incumbent will advise and assist the PEF ANP Commander, coordinating closely with the SCNA and with DI PEF management in planning, training, and conducting missions in support of the Government of Afghanistanâs directives.
Spend considerable time in the field with the GoA and PEF gathering information, analyzing techniques and tactics, and make necessary changes to improve the overall efficiency of poppy eradication efforts in Afghanistan.
Assist the SCNA with the training, performance and safety of ANP and DI employees assigned to the PEF Program.
Participate in NAS/INL Kabul office meetings.
Other duties as requested and assigned by the INL Narcotics Affairs Section Director.
LEVEL OF EFFORT
The level of effort required over the period of this one year contract is 100%.
The position is full-time, with a minimum of 40 hours per week.
KNOWLEDGE AND SKILLS REQUIRED
Minimum requirements are as follows:
⢠U.S. Citizenship.
⢠At least 10 years experience in U.S. counter narcotics operations, management, organizational development, planning and/or training. (Time and duties in previous INL missions will count toward this total)
⢠Experience working with the UN or other international organizations overseas in an INL or related mission.
⢠Ability to safely carry, operate and maintain an M4, MP-5, Glock 19 and M9.
⢠Ability to obtain DOS-approved security clearance at the Secret level.
Preferred qualifications include:
⢠Experience in counter narcotics operations, training and reform efforts in a post-conflict or active insurgency environment.
⢠Knowledge of counter narcotics program development in an international environment.
⢠Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID).
⢠Excellent oral and written English communication skills.
⢠Superior interpersonal skills.
EVALUATION FACTORS
A. Ability to provide counter narcotics subject matter and policy guidance to senior level policy makers within the Embassy and INL. (25 points)
B. Experience and ability to assess current programs and assist in developing and implementing plans for improving U.S. capacities to implement counter narcotics assistance programs. (25 points)
C. Ability to liaise with members of relevant USG agencies, Host National representatives and the international community in developing and coordinating counter narcotics programs, as well as to represent INL in these forums. (25 points)
D. Ability to communicate complex issues in a timely and concise manner, both orally and in written form. (10 points)
E. Experience in working in an overseas high-threat environment. (10 points)
F. Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION
Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicantâs experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
